Footnotes:

This Sonoran Tilapia Recipe has all the makings to be called the best Rice fish dish of all times. This is so amazingly tasty, it would rock with Mexican rice. Me and my wife absolutely love it! If the meal turns out to be too spicy for your tongue, cut down on the cayenne and red peppers.
